This commitment aligns with international educational norms that emphasize accessibility and equity in higher education. OPTU's no-tuition policy, coupled with nominal administrative fees, reflects its dedication to eliminating financial barriers for students worldwide.

VII. Clarification on New Zealand Qualifications Authority (NZQA)

While OPTU holds multiple international accreditations, it is important to note that the university is not listed under the New Zealand Qualifications Authority (NZQA) as a recognized institution within the New Zealand government's educational framework.

As Niue is a self-governing territory in free association with New Zealand, institutions based there are independent and may not fall directly under New Zealand's governmental accreditation systems unless explicitly registered with NZQA. However, OPTU is a legally recognized institution with international accreditation, compliance with UNESCO/OECD guidelines, and LEI registration for global transparency. OPTU's commitment to transparent information, verified accreditation, and accessible education aligns well with the UNESCO/OECD Cross-Border Higher Education Guidelines. While OPTU is not listed as an NZQA-recognized institution, it maintains and supported by accreditation from reputable international bodies and may still be evaluated for equivalency or acceptance by institutions, employers, or credential evaluation services worldwide as it is an independent, accredited, non-governmental (private), international university offering distance learning, in Niue—a self-governing territory in free association with New Zealand. These accreditations demonstrate that OPTU adheres to recognized international standards for education quality and integrity.

In addition, OPTU has officially obtained its affiliation membership certificate from the Mercosur Accreditation Agency (MACCA) [verify], a strategic partner of QAHE. The Mercosul Accreditation Agency (MACCA) is a distinguished organization dedicated to ensuring academic excellence and quality assurance in higher education across the Mercosul region. Recognized for its commitment to rigorous accreditation processes, MACCA collaborates with esteemed bodies such as the Brazilian Distance Education Association (ABED), which is linked to Brazil's Ministry of Education and recognized by the International Council for Open and Distance Education (ICDE). Besides, MACCA also collaborates with the Comité de Accreditation de la Licenciatura en Biology (CACEB), which is a specialized accreditation body in Mexico focused on quality assurance and evaluation of undergraduate programs in biology. CACEB is listed in the CHEA (Council for Higher Education Accreditation) International Directory of the USA, reinforcing its global presence and recognition.
